With my previous pc I had 48 gb of ram and it took about 25-30 minutes to load a city. New build has 64 as of right now with plans to double that. Loads the same city in 6 minutes now.

WebGot 760, noticed that too. It seems the game uses it as a co-processor or something. You can force v-sync in the NVIDIA control panel to help limit your max fps and maybe reduce GPU usage a little. It worked for me. It still runs a little hot but not as bad as before. I think limiting the FPS and turning V-Sync off works better.
