If it is blind pinned there is no requirement to do any of the other things like welding or soldering. It is perfectly legal to sell a 14.5" barrel it is up to the purchaser to ensure they use it in a legal manner.

Spray your barrel with some kind of lubricant to prevent rusting and then soak the flash hider in water for at least 30 minutes. Some people hold the flash hider in boiling water for 6 to 8 minutes but from what I'm told that's not necessary.
